A Bill for the control of Printers and
Publishers and of Printing Presses is now before the
Legislative Council, which will in due course empower the
Government to deal satisfactorily with this very common
form of political activity in the Colony.

I am not personally acquainted with Lieutenant Commander Faure, R.N., but a perusal of what he
has written satisfies me that he is an unsuitable person for employment by the British Government as Intelligence
Officer in Kuangtung.
